  • How do we improve mechanisms of identification, targeting and implementation which have national reach?

  1. Consider what are the levers for change in any society? I have mentioned the teacher training institutions in earler comments as through one teacher training you will reach thousands of teachers over time.
    The collection of datasets in the UK gives us substantial data about how we are progressing. Perhaps setting up youth cohort studies checking progress of a group every few years even if on a small scale would help. These would be done in conjunction with university staff and provide opportunities for them to undertake important research.

    Develop with other international agencies (eg World Health organisation, UNESCO statistical department) standardised ways of identifying and monitoring disability world wide.
