• The SA region is historically and culturally bound. It has a common past and perhaps a common future. It is more coherent in its approach to its problems and it regional agenda is based on protocol development. Agriculture is the mainstay of the majority of countries and therefore, rural development should be one of the key development enablers in the region.
• The development of the region is based on a combination of functional and developmental approach as reflected in the RISDP. Such combination addresses the capacity constraints to production which is a pre requisite to trade integration
