  1. • Governments, the private sector, civil society and the international community
    • Effectiveness is achieved through reporting, monitoring and evaluation
    • If the actors are not challenged and do not respect their obligations, there will be no meaningful response to these challenges. The people have to be empowered to fight for their rights within an acceptable legal framework. This is best done by civil society.
    • Weak states and collective governance can be a serious constraint to effective regional integration. Regional investments can be undermined in States where governance is doubtful
